Being a distributor of tickets sold for placement in a bar in Tarrant County, Texas. The seller told me that there is legislation against the bars or restaurants that sell alcoholic beverages are allowed to offer credit cards / cash customers debit card back. Stating that the reason why I should have held the ATM card programming / debit card machine to allow a cash refund.

Sorry I do not know. However, you can check with your state legislator or regulatory commissions of the State Alcohol / board.

Remember the seller want you to buy an ATM. They could try something as you will see him again.
