Check My Bank Account

I have two separate accounts with two different banks. I currently live in a state where one of my banks is not available, but the account is still active and I continue to receive direct deposit into the workplace. Now, my question is simple really, what I can do a check to the bank account A and deposit in a bank account B. ... In other words can I write the check to my name, sign and use the ATM to make a deposit ... Is it legitimate? Or I get hit penalties?
