Is there a place on the Internet where you can safely and easily check the balance on any credit card?

Yes, it is called web site of the issuing bank!

Yes. Your credit card probably has a website. It will be on your statement. Once there, you can register for online access fee for your account by proving that you are the owner of the card. You can check your balance, pay bills online, contact customer service, etc. I can not imagine any company credit card that does not have a website these days.
