Credit Card Laws

I want to know if there is a "plain language" version of what will happen once the laws of a credit card to go force next year (I think February 2010) anywhere.

(Please leave all political commentary aside, I do not ask how we got here or what the Republicans do or not do, or what the Democrats are or are not, I just want to know if whether or not there is a way to find easily.)
