Call the bank where you do business, they should be able to tell you. I think that the account that you mention has to do with an employee contribution of the employer / personnel dept, so to speak
where you work, if you have a job. Doubt that it's something you can do yourself, but it would be nice if you can. Best wishes

More and more banks are beginning to offer health savings accounts, but at the first legalized, the insurance industry has to offer. Insurance companies like to offer, in association with some medical insurance policies. Just check in your area with banks and insurance companies.

You want to create a medical savings account (MSA) (aka Archer MSA). There is also a Medicare plan available.

This account type is available only for self and employees of small employers in maintaining a HDHP.

The accounts must be made with a U.S. bank or insurance company. All major banks and insurance companies must provide the service.

As for the institution would be better if you consider the cost and quality. Some considerations are:

1. How much did they charge you to set up the account?
2. How much did they charge you by month?
3. Are there other costs, such as processing fees?
4. How much interest will they credit you for your fund?
5. How many of these types of accounts they manage?
6. What about the paperwork requirements? To configure the account? To recoup the costs?
