When you write above Bank rate, ask yourself about the CD rate, the rates of savings accounts, or interest rate on current accounts? These exchange rates daily. The banks are trying to compete with each other to attract depositors by as many as possible while paying the lowest rates possible.
I suggest you visit several banks and credit unions. If you want a CD, make sure you tell the bank how much you are willng to invest and how long you're willing to give them money. These will be both the effect of interest rates.
