I just called GE Money they administer my MasterCard, and they told me that the exchange rate used by MasterCard are those www.xe.com.
My MasterCard does not charge for foreign transactions, but often the fee is 2.5%. I guess you should call your card issuer to verify that.

Should be interesting to note this is not really true. I read this thinking it is true, called GE to confirm. They told me I'd be charged the correct price, without charge.
