Postal SavingsWhat can you do with a system of postal savings certificate from 1964? Does it have value for collectors?

I recently found a certificate (my father) and even though I know that the program has long since closed, and the federal government will not allow the collection on par, I was wondering if anyone collects these things.

Are we talking about the cards he used to put "Savings Stamps" on? (They used to sell these stamps at my elementary school back in the early 1960s, and when you have completed the card, you redeem a savings bond cons).
Yes, those who do have some collector value. In fact, I'd be interested myself. My offer would be a percentage of the value of stamps on the card, however, and also what the denomination stamps on it.
