What is the best bank in this list to endorse a student loan from? I am preparing to go to university for 4 years in January and I am preparing to apply for my student loans this school. There is a preferred lender list with the 5 following listed banks, Chase, Citibank, Regions Bank, Wachovia and Wells Fargo.
Among the banks listed above would be the best bank for me to receive my student loan from?

Check the departure tax for each bank. What is the lowest would be your best bet. Other than the fee, they are all offering the same Federal Stafford loan (which is the type of loan, I assume you mean) so that the interest rates and repayment options are the same.
