Special Cd Rates

What exactly does that mean when a bank has obligations to amounts of money? I called several banks for CD rates on a large sum of money. One bank told me they do not give special pricing on CD rates due to the large sum I was on tender that they have to bind them.

This means they guarantee or ensure that it is there. Then, when they accept the transfer, it is a sure thing, they can support with confidence.
