Texas Prepaid College

I have a scholarship paid to a public college in Texas, and I want to pursue the creation of fashion. I thought to go to UTSA but they do not have a program for fashion design. Also, I do not want to go to one of these business schools here, or even with the AI Easy 10 points? And somewhere not in Houston PLEASE.
